Welcome to the community engagement on the Council’s review and update of its Local Cycling and Walking Infrastructure Plan (LCWIP).


This plan sets out our long-term vision and priorities for improving walking and cycling routes across the borough. The aim is to create a safer, more connected and accessible network for everyone.

Swindon Local Cycling and Walking Infrastructure Plan – an overview of the key proposed changes

The first edition of the Swindon LCWIP (available under the Documents section on this webpage) was formally adopted in 2022, following a public consultation held during summer-autumn 2021. This version set out an initial pool of 23 high quality infrastructure schemes to improve and increase usage of the strategic walking and cycling network in the borough. Since 2022, the Council has proactively taken forward the feasibility of the schemes contained within the LCWIP, primarily through dedicated grant funding for this purpose.

The Swindon LCWIP is currently being updated as part of the delivery plan accompanying the corporate Swindon Plan. A public consultation on the draft version of the Swindon LCWIP update was held between 28 November 2025 – 20 February 2026. Thanks to those who shared feedback during this consultation period to help refine the update of this plan. A formal review of the responses received from a recent public consultation is now underway, before beginning to make edits to prepare a final version. The aim is to have the updated LCWIP formally adoption in March 2027.

The following key changes are suggested in this update of the Swindon LCWIP, which has seen the number of proposals increase by two, to form a list of 25 possible schemes for investigation:

  • A key theme reflects an emphasis on increasing connectivity in the town centre for cyclists and pedestrians to follow the infrastructure introduced on Fleming Way and links to the expansion areas in the borough.


  • The town centre remit would be extended beyond Bridge Street, to investigate further cross-town centre connectivity, primarily between Fleming Way - Holbrook Way – Faringdon Road - Farnsby Street.


  • The Station Road - Manchester Road corridor has formally been withdrawn from this update of the Swindon LCWIP. This is due to cost escalations for a scheme proposal on Station Road (between Bridge Street - Wellington Street), exceeding the available budget to deliver this infrastructure.


  • It is proposed the scope of improvements on Dorcan Way would be extended from its original remit of Coate - Snodshill junctions, to also include the section up to Edison junction. A feasible route has not been identified for the Liden Drive corridor and this road has been withdrawn from consideration in the plan.


  • For the Wichelstowe to Wroughton (Inverary Road) scheme, the aims of this proposal have broadly been fulfilled, with the extents of the scheme now proposing to cover the full Wharf Road corridor, to tie in with the Council’s Local Plan.


  • In North Swindon, the scope would focus on upgrading links between Blunsdon and the Tadpole Garden Village and Abbey Farm developments rather than concentrating wholly on the Tadpole Garden Village development, which was the remit of the original plan.


Whilst the preparation of a LCWIP is not mandatory, in order to be eligible for future funding opportunities, primarily from government and to also inform discussions with developers, we need to be clear on our priorities for future cycling and walking schemes. The LCWIP represents the principal framework to achieve this and ensures that we are well placed to make the case for future investment.
