Swindon Borough Council are currently preparing a new Local Plan that will guide the future growth and development in the Borough to 2043 (with a wider vision to 2055).
On adoption, the Swindon Local Plan 2043 will replace the current Swindon Local Plan 2026 and will form a key part of the development plan for the Borough, setting out the strategy and policy framework to guide development and growth over the plan period.
The Plan identifies the Borough’s housing, employment and infrastructure needs and where this should be located and provide guidance for the determination of planning applications.
Regulation 19 Consultation
The emerging Swindon Local Plan 2043 has now reached its Regulation 19 Publication Stage. This is your final opportunity to comment on the Local Plan before it is submitted to the Secretary of State for independent examination.
The Regulation 19 Publication Stage will run for 6 weeks from 24th September to 11:59pm on 5th November.
At this stage, representations should focus on whether the emerging Plan is ‘sound’ and legally complaint, in accordance with paragraph 36 of the National Planning Policy Framework (NPPF, 2024). Please note, while an update to the NPPF was published in August 2026, the Swindon Local Plan 2043 has been prepared and will be examined under the requirements of the NPPF 2024.
The soundness and legal compliance of a plan are assessed by considering whether it has been positively prepared, is supported by robust evidence and justification, is effective, and is consistent with national planning policy. For further information, please see www.swindon.gov.uk/newlocalplan.
