Regulation 18 Consultation
Swindon Borough Council are currently preparing a new Local Plan that will guide the future growth and development in the Borough to 2043 (with a wider vision to 2055). This Plan will provide the strategic vision for the Borough focusing on housing, employment, infrastructure, transport and the environment, aiming to ensure sustainable growth that meets the needs of residents, businesses and the local community.
As part of the plan-making progress, the Regulation 18 Consultation is now being carried out as the first formal stage of consultation in developing the new Local Plan. This provides an opportunity for key stakeholders including local residents, businesses, developers and landowners to review our proposals and put forward their own comments and suggestions for the contents of the Plan.
Key consultation documents, including the draft Regulation 18 Local Plan, proposed Policies Map (and insets), and evidence documents are available in the links on the right of this page. If you would like to submit comments on these documents, including providing content suggestions for the Plan, you can complete the survey at the bottom of this page. This is our preferred method of responding to the consultation.

Call for Sites
Alongside the Regulation 18 Local Plan we will be holding an additional call for sites to allow stakeholders, in particular landowners, developers and agents, to put forward sites or broad areas in the Borough for future development. Regulation 18 Consultation and Call for Sites Period
Comments on the Regulation 18 consultation and submissions for the Call for sites are being accepted between 1st September 2025 and 23:59 on the 13th October 2025.
