Swindon Borough Council is asking for your views on the potential introduction of a Public Spaces Protection Order (PSPOs). The proposed order will be in place in the Town Centre and Broadgreen.

This Consultation will Start Monday 24th February 2025 and will Close at 17:00 on Monday 17th March 2025

Following the consultation period if the majority of the public are in favour of the proposal the order will be granted.


Why are we proposing to introduce a PSPO?

The town centre is an area that should be enjoyed by residents of Swindon and visitors to the town, recently negative behaviours presented by some individuals have had a negative effect on the perception of the town centre and its surrounding areas, this is having a financial effect on businesses operating in the area, as well having a detrimental affection on the enjoyment of members of the public who visit.

The associated antisocial behaviour draws on significant additional resources from several agencies to try to manage the situation.

Wiltshire Police and Swindon Borough Council have tried to manage the situation with targeted operations, additional resources, and have utilised enforcement action for the most prolific of offenders to try to resolve the issues. The PSPO will allow Wiltshire Police and delegated officers from Swindon Borough Council the power to tackle the any associated offenders in a more effective and time efficient manor

Consultations have taken place amongst partner agencies and a recommendation was made to Swindon Borough Council Community Safety team for the consideration of a PSPO to ban certain behaviours identified within the location.

The conditions we are looking to implement are:

  • On the request of a Police Officer, Police Community Support Officer or authorised person from the Council cease drinking alcohol and will dispose of or surrender any alcohol in their possession when asked to do so
  • Not to ride/cycle/use an E-scooter or E-bike
  • Not to recklessly use of a pedal cycle
  • No person shall urinate of defecate in a public area

A PSPO will be enforced by Wiltshire Police and designated Swindon Borough Council officers. Evidence can be obtained in person and using CCTV or body cam footage, and Fixed Penalty Notices (FPN) will be issued to any who breach the restrictions of the PSPO.
